Rear Admiral S M Moniruzzaman, OSP, ndc, ncc, psc joined as Chairman Chittagong Port Authority on 11August 2024. He was adorned with his present rank on 25 January 2023. Prior to joining, he had been serving as the Commander Bangladesh Navy Fleet. Rear Admiral Zaman is a native of Kushtia district. He passed from Cumilla Cadet College with distinction in 1987 and joined Bangladesh Navy as an officer cadet in 1988. He was commissioned in the Executive Branch in 1990. His operational assignments have included a full range of duties both nationally and internationally.
In his long and versatile service career, Rear Admiral Zaman held a blend of command and staff appointments. He served in different capacities in the Naval Headquarters, on board various ships and establishments of Bangladesh Navy. As his career in the Navy progressed, he commanded different types of frontline ships including the flagship of Bangladesh Navy.
He has also commanded the Western Flotilla of Bangladesh Navy as the pioneer Commander Flotilla West (COMFLOT West). Previously he served in the Naval Headquarters as Director Personnel Services (DPS), Director Blue Economy (Adhoc) and Director Naval Training (DNT). He served as the Managing Director of Bangladesh Shipping Corporation, Managing Director of Dockyard and Engineering Works Limited (DEW). He commanded naval base BNS SHAHEED MOAZZAM in 2016 and 2017. His major staff appointment in area level include, Commander Operational Sea Training group under BN Fleet and Chief Staff Officer to Commander Chattogram Naval Area. He attended number of professional courses both at home and abroad. He is a distinct graduate of German Naval Academy (Crew VI/89) (MarineschuleMürwik),PN Communication School, (Pakistan), Turkish Armed Forces War College (Harp Akademileri) & US Naval Command College. He is an alumni of Defence Services Command & Staff College and National Defence College, Mirpur. He holds two Masters Degree and two Diplomas respectively from Turkey and USA. He played a great role in DR Congo for the disarmament process of 3 major rebel groups to hold a fair and credible national election under UN Umbrella. In 2009, he participated in the Multinational peace-keeping command post exercise (GARUDASHIELD) in Indonesia. He also attended the fleet Commanders’ Conference in Australia in 2019 as pioneer COMFLOT West. As head of delegation, the Admiral attended the 8th IONS Conclave of Chiefs 2023 in Bangkok, Thailand and the Pacific Amphibious Leaders Symposium in Bali, Indonesia. Recently, he attended the Advanced Maritime Leaders’ Program in Singapore. Rear Admiral Zaman is the recipient of `Extraordinary Service Medal (OSP)’ for his great contribution in COMFLOT West. The Admiral has 12 years distinct sea service in his credit. He speaks fluently German, Turkish, French and English. He is an avid reader and his area of interest is leadership.
He is happily married to Mrs Ireen Zaman. They are blessed with two lovely sons; Muhtasim Yasar and Saran Yasar.

FY 2024–25: Handled 3.296 million TEUs, a 4% increase year-on-year.
Total cargo throughput grew 3.11%, marking the highest volume in CPA’s 48-year history.
Reduced average vessel waiting time to one day; 60–65% of ships now berth on arrival.
💡 Result: CPA achieved operational resilience and record throughput despite strikes, floods, and customs shutdowns.

Revenue Income: Tk 5,227 crore (↑ 8.22%)

National Exchequer Contribution: Tk 7,203 crore over five years; record Tk 1,765 crore in FY 2024–25.
